  The Implementation Plan for Accelerating Reforms on the Ease of Starting a Business, issued by the General Office of Joint Conference for Guangzhou Business Registration Reform, is hereby printed and issued to you for implementation in accordance with actual conditions. Problems encountered during the course of implementation should be promptly reported to the General Office of Joint Conference for Business Registration Reform in Guangzhou (hereinafter referred to as the BRR office, which is under the jurisdiction of the Guangzhou Municipal Administration for Market Regulation).

General Office of Joint Conference for Guangzhou Business Registration Reform

  This plan is formulated in order to thoroughly implement the important directives of General Secretary Xi Jinping’s “Four-Pronged Urban Renewal Strategy” with the goals of revitalizing this historical city, enhancing the core functions of developing the Guangdong-Hong Kong-Macao Greater Bay Area, propelling the development of a national central city to a new height in all aspects, building an international metropolis, “l(fā)eading the nation in four respects” and becoming the leading city in Guangdong as an important window that showcases China’s achievements in reform and opening up to the world and an important window for the international community to observe China’s reform and opening up. In accordance with comprehensive reform plans by the CPC Guangzhou Municipal Committee and Guangzhou Municipal Government for optimizing the business environment, and in line with advanced international standards for starting a business, this plan is formulated to restructure procedures and reduce the time required for starting a business, enhance the ease of starting a business, and comprehensively serve the development of Guangzhou’s business environment.

  1. Objectives

  (1) To comprehensively enhance the efficiency of starting a business;

  (2) To promo te the integration of all procedures for starting a business at one service counter and accelerate the establishment of the "Business One Link Platform" of Starting a Business in Guangzhou (hereinafter referred to as the One-Link Platform);

  (3) To concurrently enhance offline services provided at “One-counter” services;

  (4) To optimize the “one visit, one counter, one document list, one-time collection, one-platform application, and one-day completion” service model;

  (5) To accelerate the citywide implementation of “one platform and one interface for online procedures; one counter and one form for offline procedures” to allow all “Starting a Business” procedures to be completed in one day by the end of 2019;

  (6) To integrate online and offline application into a single process in 2020 to allow all “Starting a Business” procedures to be completed within half day, striving to create a model for “Starting a Business” services with a global comparative advantage.

   2. Measures

  2.1 Fully optimizing “Application at One Single Platform” services for starting a business. A standard municipal online “One-Link Platform” for starting a business shall be established. A combination registration platform will be built by introducing the concept of blockchain technology to integrate multiple services into one single procedure, such as business registration, seals making, application for and collection of invoices, and employment and social insurance registration. With promoting the standardized forms and streamlined application procedures, the interaction mechanism will be developed for sharing enterprise-related data in real time between government authorities involved in administration for market regulation, public security bureau, taxation, and human resources and social security bureau, in order to achieve services mode of "uniform identity verification, one standardized application form, one-off submission, synchronous collection of data, concurrent back-end review and approval, and application result real-time notification" throughout the entire process. Enterprises will have the option to either complete all or part of the application services on their actual circumstances, based on their autonomous intentions. The functions of the platform will be progressively enhanced to provide extended services for starting a business, such as making appointments to open corporate bank accounts and registration for housing provident fund accounts. It should be reserved on the capable for additional services, and thus the platform can be optimized and upgraded promptly based on user feedback to improve the convenience on government services of enterprise affairs.

Estimated time of completion for the platform: by the end of October 2019. Follow-up optimization of functions will be based on the actual situation.)

  2.2 Upgrading measures for convenient business registration. It should be upgraded for further optimizing the “artificial intelligence + robot” whole-process electronic business registration system, expediting business license application on WeChat, enhancing user experience with the paperless, intelligent and instant approval feature of applications , and encouraging enterprises and general public by self-service for business license application. Promoting “Instant Application, Real-time Processing and Rapid-done without waiting” fast approval services for business license application on “Starting a Business Service Counter” in all district government affairs service centers in Guangzhou

  2.3 Improving the quality and efficiency of seal making services. The “One-Link Platform” provides seal making services online, including selections of seal engraving service providers, types of seals, material of seals, and other relevant services. After the application is submitted, data will be sent in real time to the provincial system for company seal management. The public security department will ensure seal making companies complete the operation on time and automatic filing on the system, in order to achieve “instant making and instant collection”. The government shall purchase and provide seals at no charge in Guangzhou and recruit logistics companies to provide seal delivery services through fair and open bidding.

  2.4 Streamlining the procedures of invoice application and collection for newly registered business. Combination of package services provided for new corporate taxpayers will be integrate into the “One-Link Platform” for application and collection of invoices by one-time submission. There would be efforts to obtain operational and technical support from provincial tax authorities to achieve the real-time sharing and reuse of tax-related and enterprise-related data. The "Starting a Business Service Counter" in all district government affairs service centers in Guangzhou will be able to combine the services for business license applications, new enterprises’ first-time application for and collection of invoices, tax management equipment distribution, and other affairs of starting a business

  2.5 Integrating the services of employment registration and social insurance registration. Collecting of employment and social insurance registration information will be participate in the "One-Link Platform" by one-time submission. The applicant may submit employees’ information during processing of starting a business dispense with an independent application. Registration of employees’ and social insurance will be completed at the same time as business registration, exempting the applicant from submitting or obtaining any hardcopy documents.

  2.6 Optimizing "Application from One Single Counter" services for starting a business. The "Application from One Single Counter" services in entitative counter shall be enhanced and fully optimized for the "One Counter and One-time Integration Services, Backend Synchronized Review and Approval" service model. All district government affairs service centers should setup the "Self-service Zone" for online application and guidance services for the entire procedure of starting a business, strengthen the guidance affairs, facilitate and integrate the transition between "online and offline application" interactive services mode in government affairs.

  2.7 Establishing an information sharing and mutual recognition mechanism throughout entire procedures for starting a business. Depended on sharing mechanism between provincial and municipal government affairs, the information synchronization platform shall be built in vertical line to connect provincial, municipal and district-level government authorities, and built in horizontal line to sharing the information involved the departments of administration for market regulation, public security, taxation, human resources and social security, banks, and the housing provident fund. A chain for sharing information related to starting a business will be established to realize a cross-regional and inter-departmental mechanism for real-time sharing and mutual recognition of information throughout all application processes.

   3. Supporting Measures

  3.1 Strengthening overall coordination. A municipal "Starting a Business" leading coordination group will be established. Each department should establish mechanisms to coordinate and promote these policies, assume responsibility for their various duties, define the division of responsibilities, enhance fundamental works, and make certain that all measures are implemented and that all defined work objectives are fully achieved. The Guangzhou Municipal Administration for Market Regulation will take the lead in the development and maintenance of the "One-Link" platform and take charge of reforms that enhance the ease of business registration and starting a business. The Guangzhou Municipal Public Security Bureau, Guangzhou Municipal Taxation Bureau, Guangzhou Municipal Human Resources and Social Security Bureau, Guangzhou Branch of the People’s Bank of China, and Guangzhou Municipal Housing Provident Fund Management Center are responsible for facilitating reforms that enhance the convenience of procedures under their purview. The Guangzhou Municipal Government Affairs Data Administration will take the lead in the integrated development of “one platform” and “one counter” services, work with relevant departments to restructure relevant procedures, and promote coordinated informatization.

  3.2 Strengthening publicity and training. All departments should adopt various strategies for comprehensive policy communication in all aspects and from all perspectives to actively encourage enterprises to use the “One-Link” platform, expedite the formation of a “fast service model” based on “one platform,” and enhance policy awareness and participation. The quality of consultation and guidance services provided by staff at government affairs service counters shall be enhanced by strengthening training on service standards and norms, so as to allow applicants to be more timely informed of the procedures, processing times, documents and requirements for starting a business, and increase the proportion of applications that are successfully processed in one sitting, thus providing an effective solution to the "last-mile problem" with regards to implementing policies to enhance the ease of starting a business.

  3.3 Strengthening supervision and support. Various departments should pragmatically implement all reform measures, fulfill all commitments made to the public, and strengthen supervision and inspection of policy implementation. The General Office of Joint Conference for Business Registration Reform in Guangzhou should work with all relevant district departments to strengthen guidance on reforms to enhance the ease of starting a business, supervise the implementation of policies, and promptly report all problems encountered. In addition, all relevant departments should focus on the experience of enterprises during business registration, actively collect feedback on the difficulties and obstacles that they encounter, timely ascertain and address relevant issues, and ensure that policy implementation achieves full coverage in a targeted manner.
