According to Article 10 ofTentative Measures for the Enquiry of Real Estate Registration Materials[Order of the Ministry of Land and Resources, (No. 80)] (“The certificate of enquiry results shall indicate the date of issuance, and be affixed with a special seal of the real estate registration institution for enquiry”) and the requirements on improving the business environment, Guangzhou will launch a uniform special seal of the real estate registration enquiry on February 17. The relevant matters are notified as follows:
I. The electronic seal (see Annex) of the "Special Seal for Real Estate Registration Information Enquiry of Guangzhou Municipal Planning and Natural Resources Bureau" will be launched online on February 17, 2020.
The real estate registration certificate issued by the city's self-service enquiry machines and the real estate registration certificate under the personal name will be stamped with “the special electronic seal of Guangzhou Municipal Planning and Natural Resources Bureau” inblack and white format since February 17.
This electronic seal is also used for the certification of real estate registration results within Guangzhou and the certification of personal real estate registration results enquired and downloaded from “Guangzhou Real Estate Registration” WeChat official account and the Guangzhou Municipal Planning and Natural Resources Bureau website.
The enquiry certification stamped with the electronic seal is consistent with the enquiry certification stamped with the physical seal issued by each enquiry window and has the same legal effect.
II. The physical seal of the "Special Seal for Real Estate Registration Information Enquiry of Guangzhou Municipal Planning and Natural Resources Bureau" will be applied at all enquiry windows in Guangzhou on February 17, 2020.
This physical seal is also used for the certification of real estate registration results within Guangzhou, the certification of personal real estate registration results and true copies of real estate registration issued by all enquiry windows.
III. To coordinate with the system upgrading and debugging work, the city's self-service enquiry machines for real estate registration information will be suspended from February 15 to February 16. During this period, citizens can check the required real estate registration information through the following channels:
1. Use "Guangzhou Real Estate Registration" WeChat official account, go to "Service Matters" and then choose "Registration Information Enquiry" to enquire and print whether there is a mortgage seizure of real estate and other situations.
2. Use "Guangzhou Real Estate Registration" WeChat official account, go to "Service Matters" and then "Personal Enquiry" to check and print proof of real estate in your name.
3. Log in the government affairs website ofGuangzhou Municipal Planning and Natural Resources Bureau, go to "System Zone" and then choose "Related Enquiries" (http://ghzyj.gz.gov.cn/wxpro_ts/djcx/) to check and print whether there are a mortgage seizure and other situations.
4. Citizens can choose to go to each enquiry window for more information.
